[Summit] USPS and Brian's idea

Perhaps if there were areas on the blog for: "these comments will be
forwarded to the Post Office" or "these comments will be forwarded to the
police", etc. Then the listserve will continue to raise and discuss issues
and it will be clearer and easier to collect comments (and moves a small
step towards Jon's good idea).
