[Summit] STREET PARKING

Though it seems there's no way to satisfy everone when it comes to the 
overnight parking issue (as it was the source of heated debate not too long 
ago on this list), I feel that a fitting solution would be to develop some 
type of overnight-parking pass. Residents who for whatever reason find it 
necessary to park on the street overnight could apply for this pass and 
display it somewhere on their car.  Unfortunately this is an unlikely 
solution as it would demand time and money from the city but seeing as my 
family has no driveway, a guy can dream...
