[Summit] Dog waste in trash bins

Dear Brian,

That's gross! Where was your trash can situated when this happened?  
-- Do you mean that someone came *into your yard* and opened the lid?  
That would be trespassing.

Trash cans left out by streets and sidewalks (even when on the  
homeowner's or renter's property) are a pet peeve of mine. Please be  
mindful of the city ordinance that requires trash receptacles and  
recycling bins to be AWAY from public thoroughfares and sidewalks and  
screened from view, except from 6 pm the day before pickup and 6 pm  
the day of pickup:

Sec. 12-63. Time to place waste for collection; duty to remove after  
collection.
<snip a and b>
(c)   Except for the placement of containers on the public way for  
trash collection, an owner of any dwelling shall be deemed to have  
allowed an unsanitary condition and nuisance to exist at that  
dwelling whenever containers for the storage of garbage, trash or  
debris are not screened or are otherwise viewable from the street. ...

IOW, the trash cans should be *behind* your house, away from the  
sidewalk, and *not viewable from public streets*.

If your trash receptacles are not left out within reach or sight of  
passersby, which is what this ordinance mandates, you are unlikely to  
receive unwelcome "deposits" such as the dog waste bags.
