[Summit] About those city trash bins

If I remember my discussion with the guy in charge of the big green cans
correctly, the city will come get the big one and give you the smaller one.
That's how it was at the beginning of the program, don't know whether it is
still in force or how long the turnaround is. But public works shouldn't be
surprised at the question.
