[Summit] Illegal parking at 4th and Hope St. and the need for stop signs

I've lost count how many times I have almost hit pedestrians coming  
out from between cars in the middle of the block.

Personally I am not surprised at the lack of incidents most of the  
time simply due to the chaos that exists in that stretch of hope st.  
The time that I find the street most dangerous is when there are few  
cars and peds and the cars are speeding down the street. When  
Saturday is in full swing speeds are low and caution is high due to  
the complete lack of predictability.

I say bring on the chaos at all times  --C
