23-28.22-13 Delivery nozzles. - Hose nozzle
valves used at self service islands shall be the
approved automatic closing type without a
latch-open device.
I don't know how many states ban latch-open
devices, but I think it's quite a few. I believe
(I'm no expert!) that they cause several
problems. If the automatic shut-off fails, the
latch-open device can result in a large spill,
which is bad for several obvious reasons. I've
heard another problem is that, in cold weather,
people latch the nozzle open and then get back in
their cars for warmth. When they get out of the
car, they bring static electricity with them
which, combined with the gas vapors, leads to
predictable bad results.
In New Jersey, self-service is banned entirely.
I always thought this was over-the-top, but I
recently watched someone at Cumby's jam the pump
handle open with his gas cap and then go into the
store to buy something while his tank filled. At
least he didn't leave the motor running too!
