Yes, I think it can. Anything that vibrates the ground or stirs up the
water, unusually can do that, such a construction, draining a hydrant or a
pipe rupture allowing a fast flowing spill. Sometimes it's the water works
dept itself, messing around, up the line. Growing up in NYC we often had
brown water.
It's probably better not to drink the cloudy stuff. Our water is chemically
treated, but the cloudiness indicates SOMETHING is in it, and the sediments
are certainly rich in rust and probably other minerals, including possibly
lead.
It should not be a problem to wash with, except don't put whites in it, in
the washing machine. During the spin cycle, your clothes filter the water
being spun out through them, and can get nasty brown stains.
