[Summit] PARKING BAN

Someone that lives at Dana or Lancaster St left his car over night and  
got cover by snow, even so it was a parking ban.
They could nto clean the street very well because of that car.
Well, one car got a stick tell him that his car could be tow, even so  
it was after they clean the st, and the other NO, even so it was  
covered by snow.
Reason??? Could be because his plate was from the gov or similar?
Is it make sense to you???????
