[Summit] I fell today

In NYC, where I live part of the time, building owners and businesses  
are ticketed for failing to shovel and for litter on sidewalks. As a  
result, pedestrians encounter very few icy sidewalks, at least in my  
neighborhood. I believe the sidewalk cleaning regulations are enforced  
by the same cops that write parking tickets. Enforcement only goes up  
in economic downturns, since these fines raise revenue for the city.
