[Summit] Just A Curiousity- What vehicle is this?

During the last snow I was out taking pictures when a small, yellow,
bumper-less, strange looking vehicle came by.  Since I already had my camera
in my hand, I took a picture.
But I still don't know what it is...and I'm curious.

I can't post a picture here, but I put it on the Providence Journal's local
pictures slide show...
