[Summit] Lady who shouts at strangers

I don't have any special information about this lady.

But I also see her passing my house on Hope & 6th, and also in the Library
occasionally, where she continues with her loud talking (unfortunately for
the quiet library).  But she doesn't stay long and the staff seems to accept
she just talks loudly and continually and then leaves.  She doesn't
otherwise bother anyone.  She does NOT seem to be aggressive or even
particularly upset, only sounds like she feels she has something urgent to
tell us, but what that is - is not clear to me.  (I've never heard any
specific insults or comments directed at me.) Then she goes on her way.

Our social services systems are not perfect, and sometimes people who could
benefit, steer clear because of the down sides of interacting with that
system.

Some people just like being pretty "different ." Maybe she feels fine as she
is?

I also hope she is getting what she needs. I would be happy to hear if
someone can provide us with some useful information/guidance without
invading her privacy. If she has housing & food, maybe it is just none of
our business...
