[Summit] The New GreenUp Requirements

The truck has to come by anyways.  It costs the city no more to pick up  a
half full bin as to go by the house even if there is no bin.  Every town in
RI that has adopted this program, there are 6 in the last year, have seen
increased recycling and ultimately lower costs.  Greg gerritt
