[Summit] The New GreenUp Requirements

I expect it will make us put out the big Green rolling bin only  
whenever we have enough recyclables to put out with them - typically  
about every other week. We don't ever fill up the green monster  
(apologies to Red Sox fans) in only a week anyway. Putting out empty  
bins and leaving them out until the big bin gets emptied doesn't seem  
like a good choice to me.
