[Summit] rationale for the zoning variance for a drive-thru and large sign

Developers rely on neighbors' ignorance of the complexities of the 
law to push things like this through.

There is some public information in addition to the published notice 
available from the Secretary of the Zoning Board (name & number are 
on the notice).

It can be advisable (albeit expensive) to have a lawyer who knows the 
zoning game.
