[Summit] refrigerator repair recommendation

We have a 2 or 3 year-old Kenmore refrigerator from Sears. (our warranty has expired)
   This morning we woke up to discover that our freezer section has begun to develop ice and frost deposits, with frost covering
the frozen foods in the refrigerator. At times we can hear what sounds like water running through the freezer.
     Can anyone give us some advice on how to deal with this? And can anyone recommend a good repair person who could come to our home and fix this freezer?
