[Summit] Hope Street Trash Can

I believe that is a city trash can (if I'm remembering correctly).
Sometimes they overflow because people come from out of town, where
they have to pay to dump, and dump into public trash cans in
Providence.
Anyway, I think this is a problem the city has to address.
Restaurants and businesses usually have their own dumpsters and trash cans.
