I can tell you that RIDOT does not maintain any of the roads in the area.  It is a matter of the City.

Hi Mike-I just went by the area you are referring to---next to the 
bus stop.  I personally do not know who is the responsible party on 
this--if it is the city-RIDOT-or the owner of the property.  I do think 
someone needs to take accountability for  this and keep it 
 cleaned out-and not an eye sore or potential health hazard. I will make a 
few call on the situation--A sign saying KEEP THIS AREA CLEAN-or something 
to  the effect may even help.  Once again-good luck!
