[Summit] People going through recycle bins

Hi, everyone,
This may have come up before on the list, but has anyone noticed that there
are people who go through the bottle and can recycle bins after they have
been put out at the curb? I saw a man with a large trash bag going through
my bin a week ago. Several months ago a car was parked at the bus stop
across the street from me, and while I was waiting for the bus someone came
and added a huge bag full of cans to the bags that were already in the car.
I have mixed feelings about this. On the one hand I don't want to begrudge
some poor person a source of income, but on the other hand I really dislike
some stranger rummaging through my "trash". It feels like a violation of my
privacy, regardless of whether it's legal or not. I have a feeling that this
isn't just some isolated person who is doing this, either, based on the
number of bags I saw in the car at the bus stop. Maybe someone has organized
a gang of recycle rummagers :-).
Has anyone else had this happen to them?
I don't know how the city feels about this. Do they get money for the
recyclables they deliver?
