[Summit] People going through recycle bins

As I understand it, the income stream from the aluminum cans (and other metal)
helps pay for the recycling program.   It would be useful to see what
the "Trash Tutorial" author
has to say about this.

I've talked to some of these people who go through the bins for the
aluminum cans.
They tell me they're poor and give me a big song and dance about
having to feed their
hungry children.  Their SUVs look new -- newer than our 18-year-old
car, anyway.  And --
funny -- they didn't come around when the ice and snow was on the
streets last winter.
I guess their children don't get hungry in the winter!
