It is good that people walk and drive around your neighborhood.

I prefer cars that drive slowly and with care.

People walking down the street at all hours, people knocking on neighbors
doors, going in and out of homes - these things make a neighborhood lively
and animated and thus help prevent crime. 

Peering from behind curtains taking notes on strangers is not helpful. 

Stepping out of your front door and waving hello would be a foolproof
response - you would discourage any conniving criminals and encourage any
friendly pedestrians.
