In our 30 years here on 9th, overall, we've had excellent mail delivery.
Now and then there are mix ups, usually fairly consistent.

We've had some very wonderful letter carriers. Really, no complaints except
when they change routes and we lose the really lovely carriers, which
they've been doing more frequently.  

Sounds like your carrier might not be up to snuff.
