[Summit] overnight parking

One small plus to the alternate side scheme: neighbors who have to  
get up to move cars before 8AM every morning are more likely to see  
and speak to each other often. This builds community in a quiet, but  
real way. Think how many of your neighbors you only see when it's the  
night to put out the trash.
