We also had major issues with water in our basement when we moved into our house several years ago. As others have said, the first thing to check is the grading around your house and the drainage of the downspouts.
Our back yard used to slop toward the house and so every time it rained, water would rush toward the house and pool up next to the foundation and shortly thereafter in our basement. I found someone on Craigslist who had a Bobcat and did work on the side. They came and regraded the back yard for a few hundred dollars. I also used Drylock water proofing on the walls. Our basement has been bone dry ever since no matter how much it rains. Superstorm Sandy? Not a problem. Basement is totally dry. We do run a dehumidifier in the summer, though.
