[Summit] Sidewalk bump-outs

Not only vegetation, but parked cars can be a dangerous
blockage of sight lines while turning. I had an accident
a few years back turning from Hope St. onto Fourth St.
A large vehicle right at the corner kept me from seeing
a car heading my way up Fourth. We hit head on.
(No, I wasn't going fast, so fortunately the damage was
only to the car).
Cicilline's people put a "No Parking to Corner" sign
there (right next to Seven Stars). However, it has
mysteriously disappeared since. I just saw another
large vehicle in the same spot yesterday.
