This is a combined, but hardly complete listing of warnings, advisories and changes for the storm which began on Thursday-Friday 4-5 February 2016.

¶ 1. Providence Parking Ban, Public School Closings & other information

Providence Public Schools Closed and Parking Ban Begins at 2AM on Friday, February 5, 2016

Due to winter storm conditions Providence Public Schools and afterschool activities are canceled for Friday, February 5, 2016. There will also be a citywide parking ban beginning at 2:00 a.m. on Friday, February 5, which will remain in effect until further notice.

Residents with overnight parking passes are advised that they cannot park on the street during the duration of the citywide parking ban. All vehicles parked on the street in violation of the citywide parking ban will be ticketed and towed to ensure that roadways can be cleared.

Residents experiencing power outages should contact National Grid at 800-322-3223. Individuals are warned never to touch downed power lines and report downed lines to National Grid. In the event of an emergency, dial 911.

Garbage and recycling collection will go on as scheduled. In the event that collection cannot be completed, remaining collections will take place on Saturday, February 6.

The Department of Public Works has prepared all equipment and personnel to respond to the storm. Roadways will be pretreated ahead of the expected snowfall.

Reminders

 » Winter Storm Preparations -  Please making off-street parking arrangements the city will strictly enforce parking bans by towing vehicles to allow for effective clearing of the snow.  Please work with your neighbors and tenants to create a plan allowing for off street parking during storms great and small.  Even though parking bans may not be in effect, the fewer cars parked on our neighborhood streets allows for better plowing resulting in cleaner roads and safer driving conditions.   Please Park in your driveway, not on the street. This will allow snow plows and salt spreaders the room required to safely clear the street. This is particularly important on cul-de-sacs and narrow roadways.

» Clearing sidewalks remain a responsibility of homeowners.  Please lend a hand to homeowners who are unable to clear their sidewalks.  Clearing sidewalks allow for pedestrians traffic to safely walk. When sidewalks are not cleared it forces pedestrians to walk in our already narrow streets.

Lincoln, Moses Brown and Wheeler Schools will all be closed on Friday.

Most, if not all, of the local Catholic, Jewish and other independent (non-public) Schools also seem to be closed.

¶ 3.  Storm Headlines [February 4th - February 5th, 2016]

National Weather Service, Boston Weather Forecast Office

»   Highest risk for significant snow across Northern Rhode Island and interior Eastern Massachusetts near the I-95 corridor. Heavier snow may extend into Central Massachusetts and portions of Northeast Connecticut.

»    Rain developing tonight, but may begin as snow or rain and snow mix in Central Massachusetts and Northeast Connecticut after midnight. Rain changes to snow between 5 and 7 am Boston to Providence, and 9 am to noon Cape and Islands.

»    Snow will be heavy at times Friday morning with snowfall rates close to 1 to 2 inches per hour. In addition, increasing north winds will gust to 30 to 35 mph Friday, especially along and east of I-95 corridor.

»    The heavy wet snow combined with gusty winds will result in downed tree limbs and scattered power outages for those areas forecast to receive over 4 inches of snow.

»    The Friday morning commute will be impacted, especially along and west of the I-95 corridor where the changeover will be sooner.

Books on the Square, 471 Angell Street below Elmgrove Ave.,. (normally open 9 a.m. to 9 p.m.) follows a policy of closing when there is a local or city-wide parking ban in effect.

¶ 7. RIPTA (R.I. Public Transit Authority)

In anticipation of the impending winter storm, the Rhode Island Public Transit Authority (RIPTA) is urging passengers to sign up for electronic News Updates at http://www.ripta.com/detours-news; RIPTA will e-mail system disruption notices to passengers on this distribution list. Passengers are strongly advised to monitor news reports, check http://www.RIPTA.com and RIPTA’s social media outlets (Facebook @RideRIPTA, Twitter @RIPTA_RI) for service advisory updates. Customers are advised to use extra caution at bus stops, as conditions may be slippery.

Because current weather models show that this storm may hit hardest during the morning rush hour on Friday, February 5, 2016, RIPTA is advising passengers that that they may see service delays as well as detours. We appreciate the public’s patience and routes will return to normal as conditions allow.

RIPTA’s emergency preparedness plan focuses first on safety and second on attempting to accommodate as many passengers as possible traveling within Rhode Island.
