[Summit] Pick up after dog ordinance

Hi, 
I have been following the thread on failure of dog owners to pick up after the dogs.... And read the ordinance. The ordinance says the owners are to pick up on private property they don't occupy or own. What about multi tenant properties? 
What if one of the tenants does not pick up after their dogs from the back/front or side yards? Allows the dogs to pee and yellow the grass and the snow around? 
The landlord is not in residence and I am at my wits end as my requests only end in hostility. 
Any suggestions to amicably resolve this would be welcome!!
