[Summit] Parking Meters on Hope

Other than claims that business has gone down since the meters were
installed, I haven't seen any actual data that proves cause/effect. That
being said, if meters were installed in front of my house, or all of the
business traffic started parking there, I'd be very upset. I'm also much
more reluctant to go shopping anywhere that has meters, because a $2.50 tax
to spend 10 minutes in a store is ridiculous.
