[Summit] From the Mayor's office: No parking meters coming to Hope Street at the time

Per the Mayor's office today, there are no immediate plans to meter the
"Hope Village" portion of Hope Street.   It is not ruled out permanently,
but their research suggests that it is not beneficial.

In other news, where's Hope Village?  :)
