Mayor Elorza would have to hire an outside firm to study the effects of
allowing the public to use the pool before he could make such a decision.
He seems to favor the studies that are supported by the "other cities do
it" philosophy.

Maybe the city and state should begin setting up survival cooling shelters
in all the parks.
