[Summit] Basement weatherproofing contractors?

It's the 100-year-old-house wet basement rally cry!
And I'm crying too!
My walls were sealed 20 years ago. Some of it is puffed out w a yellow mineral crumble attached now. 
I'm guessing I have to scrape that off first. Ugh.
