[Summit] fountain

I love the fountain, too! It's a beautiful, historic piece of art that has
been lovingly restored. It makes no sense to remove something that many
people in the neighborhood appreciate.

If the neighborhood wants a splash pad or a family friendly water feature
(note that a splash pad already exists in Ward 3 in Billy Taylor Park),
perhaps one can be added near the playground equipment.
