How many of these are open and/or working is another question.

Building and running a splash park may prove to be prohibitively expensive.
both initially and with upkeep. Those numbers may make the light but
disallowed use of the Lippitt fountain a more attractive option.

If the protective measure it to surround it with a chain link fence, I
think we have another type of issue.
