 For those of you who didn’t get a chance to watch Monday’s press briefing live, I recommend playing the video link below, as it combines Rhode Island’s favourable metrics (declining hospitalization and positivity, etc.) with the new policies and a warning about the consequences of too much indifference. Also the answers to some, but not all, of the reporters’ very sharp questions.

Rhode Island is one of just two states in the country that are continuing to see declines in new cases. We’re in this position today because of the hard work and sacrifices you’ve all made. Because of you, it’s safe to move into Phase 3 today.

| This virus thrives in big crowds, and knowing what we know now, it’s not safe yet to have really large gatherings. You can always see the latest regulation on ReopeningRI.com. Here's what Phase 3 will look like:

Gatherings:   
   - Social gatherings can be no larger than 25 people indoors or 50 people outdoors.
   - For social gatherings like weddings, where the setting more closely resembles a restaurant, you can have up to 50 people indoors or up to 100 people outdoors. 
   - For events that are open to the public, like concerts and festivals, you can have up to 125 people indoors or up to 250 people outdoors. We’re also going to be requiring anyone who is planning to bring more than 100 people together to submit a plan. 
   - These limits will apply to all venues of assembly, including religious institutions. 

Businesses:    
   - All indoor settings operating at a square footage capacity can increase up to 1 person per 100 square feet provided that everyone maintains 6-feet of social distance. This includes things like retail stores.
   - All indoor settings currently operating at a percent capacity cap can increase up to 66% capacity provided that everyone maintains 6-feet of social distance. This includes things like offices and restaurants.
   - Nearly all indoor venues that were closed in Phase 2 can open. This includes things like movie theaters, bowling alleys, arcades and museums. Seated venues can open at up to 66% capacity, and free-flowing venues can open at 100 square feet per person provided that everyone maintains 6-feet of social distance.

| I also want to talk for a moment about domestic travel in Phase 3. We want to continue to allow people to come here, but we want to prioritize health and safety. We will have a mandatory 14-day quarantine for anyone coming to Rhode Island from any state with 5% or greater positivity rate. The list of states that fall into this category can be found here. This list will be updated weekly. As an exception to that rule, you will not have to quarantine if you have had a negative coronavirus test within the past 72 hours.

If you are a Rhode Islander who travels to a place with a 5% or greater positivity rate, you should quarantine for 14 days. As an exception, you will be eligible to sign up for an asymptomatic test by going toportal.ri.gov. If you test negative, you won’t have to quarantine. And by the way, I’d suggest that now is a great time to stay local. Explore the beauty we have right here in Rhode Island this summer – with a mask on and social distancing guidelines followed. |

| There’s no question that we’re dealing with extremely complex, unprecedented situation. We will forge a path forward that protects health and safety while allowing Rhode Islanders to get back to work. I want you to know that I’m continuing to take a thoughtful, targeted and data-driven approach to every decision that I make. And right now, the data is telling us it’s safe to move forward so long as we remain committed to wearing out masks, maintaining social distance, etc. So if you’re wondering if it’s really safe to go out to eat or go to a store, I want you to know that it is. We just need you to keep wearing your mask and keeping your distance.
