I agree with Forrest about this.  Though I appreciate Kevin's clarifications, It's been a huge mess, and it has considerably lowered my opinion of our new mayor and his staff.

The City needs to stop this rollout and reset the whole program. I’d suggest a September 1 decision point with a FULL SUMMER OF EDUCATIONAL opportunities - Letters to electricity customers, public service announcements, tables at farmers markets and other community venues.
