[Summit] New electricity program

Sue's letter is very good but very late. If the city and the Florida power
company didn't want PVD folks to get upset, they would have sent this kind
of information in advance of their incomprehensible letter. The reactions
we're seeing are the direct result of either incompetent or deliberately
deceptive communications. The program may be great but they've got a lot of
work ahead to make folks trust them.
