<html><head></head><body style="word-wrap: break-word; -webkit-nbsp-mode: space; -webkit-line-break: after-white-space; ">Christopher:<div> The last time I talked with representatives of the Narragansett Bay Commission, the agency responsible for the massive water project that has been digging up the East Side for the past four years or so, they explained that they are required to leave certain aspects of the street navigable after they work on it. That means when they dig up a section to replace the pipe, they have to cover it over so people can walk/drive on it. Then they have to dig it up again to replace the brick foundations of the catch basins – and cover them over again, sometimes with asphalt. They they dig that up to pour concrete for the handicapped-accesible curb corners. Multiple that by the various contractors that are also doing gas and water pipes as well as sewers and you have many diggings up and pavings over. But the good news is that the corners are usually the last steps before curb-to-curb paving (if they get it done before winter, when they are prohibited from tearing up the streets).
