<div dir="ltr">Let me broaden the discussion a bit. <br><br>Why should some commercial districts in the city not have meters while others do? If meters are a burden should the city play favorites and favor hope street over downtown?<br><br><div>The lots charging for parking is proof that there is value in the resource.
