<div dir="ltr">where to donate? I know that my books can go to the Friends of Rochambeau<br>
</div>
<div dir="ltr">libray sale, but any suggestions for the millions of toy trucks, board<br>
</div>
<div dir="ltr">games in good condition, a few minimally used appliances, etc... I know<br>
</div>
<div dir="ltr">about Savers, but I believe that they are not a non-profit.<br>
</div>
<div dir="ltr">When I lived in Baltimore, many non-profit organizations-- including many<br>
</div>
<div dir="ltr">local hospitals and their affiliated charities-- hosted semi-annual "Nearly<br>
</div>
<div dir="ltr">New Sales"-- and those were great places to donate your old stufff.<br>
</div>

<div dir="ltr">As many of you know, information has recently circulated regarding last minute proposals to change homeowner property tax rates initiated by City Council President Sabina Matos and Finance Chair John Igliozzi. <br>
</div>
<div dir="ltr">These reported changes are a dramatic departure from the city's historic taxation practices. If adopted, they would effectively create a variable rate for owner-occupied residential property - with higher value properties being taxed a higher rate.<br>
</div>
<div dir="ltr">There are more questions than answers right now. What are the proposed rates? We don't know. What are the effects on the city's current and future budget? No answer there. What are the long-term economic impacts on our neighborhood and tax base? Obviously, those have not been considered.<br>
</div>
<div dir="ltr">And perhaps most importantly, why raise the issue at the 11th hour?Just weeks before the City is required to pass its budget and only after the City's Finance Committee held it's required public hearing?<br>
</div>
<div dir="ltr">There is no doubt that the city's heavy reliance on property taxes as a primary source is not ideal. Depending on the economic cycle, some properties and neighborhoods see taxes increase and others decrease, based on the changing valuations alone, with much of these rules and structure are set by state law. <br>
</div>
<div dir="ltr">But any proposed change must be undertaken transparently, with proper public notice and meaningful opportunity for those affected to weigh in. <br>
</div>
<div dir="ltr">I can not and will not support any proposal that fails do that. Especially one brought forward with less than two weeks before the budget must be passed. And I am joined by a number of council members, including Councilwoman Nirva LaFortune (her position was incorrectly described in Cheryl Simmon's newsletter).<br>
</div>
<div dir="ltr">It's unclear where things are headed at this point with just several weeks to go. <br>
</div>
