COVID did make a lot of abrupt changes in where people lived on April 1. The question was about students who live here September to June. If they weren’t living here on April 1, they should have been counted wherever they were actually living on that date. I suspect the Census managers are acutely aware of that glitch, and have found a way to deal with it. Even with the best count, some of the gaps in census data get filled in with statistics based on other sources.I don’t know how they handled this one. If any students were not included in the Providence count, it was because they didn’t fill out the census. Even so, Census workers go to great lengths to find people who didn’t fill out their own forms, via other kinds of records, like utility bills, school registrations, car registrations, and more.
