The leaves are changing, the school year is well underway, and we are starting to transition back to some normalcy despite COVID-19. Earlier this fall, <a href="https://ElectNirva.us16.list-manage.com/track/click?u=5cce2c3771e93165d9b0c796c&id=39c1fd7e1e&e=544b21b34c" style="color:#007C89;font-weight:normal;text-decoration:underline;" target="_blank" rel="noreferrer noopener">I officially announced my candidacy for mayor</a> and this will bring some new changes to the newsletter. <br>
<br>
On Sunday, September 26th, I launched my mayoral campaign at the Southside Cultural Center, in the one-square-mile where my journey in America began. I never would have imagined that one day I would deliver this kind of news to family and friends outside of the building where my dad and I and other immigrants from all over the world sat in the basement, learning to speak English. I am proud and humbled to embark on this journey in the city that I love. I am committed to Providence, and I will work diligently with all of you so that we can move our city into a future that we design together. <br>

These past few months I have been working on revamping my newsletter to make it more frequent and impactful. Going forward, I will be sending out two newsletters per month. I will also provide weekly updates via my <a href="https://ElectNirva.us16.list-manage.com/track/click?u=5cce2c3771e93165d9b0c796c&id=18f864a751&e=544b21b34c" style="color:#007C89;font-weight:normal;text-decoration:underline;" target="_blank" rel="noreferrer noopener">Facebook page</a> that include posts and video messages. <br>

The COVID-19 pandemic continues to impact our community. Cities like Providence still have higher COVID-19 cases among people who are Hispanic, Latino, Black, or African American. Recently, the FDA voted in favor of COVID-19 vaccine booster shots for older adults and those at high risk. This week the CDC approved a two-dose series of Pfizer vaccines for kids 5 to 11 years old. This is a critical development because it is anticipated to help reduce transmission of COVID in the U.S. by as much as eight percent. I have been eagerly awaiting this moment and am happy to say I already signed my daughter up for her first vaccine dose. If you have children five and older who have not been vaccinated and do not have other medical challenges, please consider getting them vaccinated—it will help keep us all safe. Conversations about community policing and restructuring public safety have been elevated this past year following the death of George Floyd and the surge in violent crime throughout the country. We have seen a push in efforts to reimagine policing while honoring our commitment to safety and security within our city and neighborhoods. Building trust between our communities and public safety has to be at the core of creating a safe city and neighborhoods. That is why this month I am featuring Officer Genifer Bustamante, who I met when I was first elected to Council and have had the pleasure of joining for a ride-along. Officer Bustamante grew up in Providence and for many years was assigned to District 3. On any given day you would find her speaking to young people in the neighborhood or walking along Camp street and getting to know the residents she served. She treated everyone with respect and dignity without forfeiting safety. Her approach, engagement, and commitment to the community is a prime example of community policing. Although Officer Bustamante is no longer assigned to District 3, she continues to serve in the Providence Police Department and remains a devoted and compassionate presence in our city.

<span style="color:#4B0082;"><strong>Camp Street Ministries</strong></span><br>
It’s that time of year when the holidays are fast approaching and many of our neighbors are still struggling to make ends meet. Again this year, Camp Street Ministries Food Pantry (190 Camp Street) is collecting items for Thanksgiving baskets. They are currently in need of stuffing, canned greens, yams, gravy, and other holiday fixings. You can drop off items on Tuesday-Friday 10am-3pm or on Saturdays from 10am-1pm. <br>

<span style="color:#4B0082;"><strong>Community Meeting</strong></span><br>
Last month we held a community meeting where we discussed the speed lumps and safety concerns. Nate Urso, the city’s traffic engineer discussed the Ward 3 Traffic Calming report which can be found<a href="https://ElectNirva.us16.list-manage.com/track/click?u=5cce2c3771e93165d9b0c796c&id=c7b222bd8f&e=544b21b34c" style="color:#007C89;font-weight:normal;text-decoration:underline;" target="_blank" rel="noreferrer noopener"> here</a>. There are still many concerns about speeding in the ward. The traffic Engineer and DPW acknowledge the design of the speed lumps can be improved. They have agreed to reconstruct the speedbumps that were installed in Ward 3 this past Spring. At the last community meeting, the majority was in favor of that option. The proposed plan is to lower the speed lumps and make them longer on the following streets: Rochambeau Ave, Chance Ave, Concord St., and Cemetery St. Since many community members were unable to attend this meeting, I have created a <a href="https://ElectNirva.us16.list-manage.com/track/click?u=5cce2c3771e93165d9b0c796c&id=dc5f12e88f&e=544b21b34c" style="color:#007C89;font-weight:normal;text-decoration:underline;" target="_blank" rel="noreferrer noopener">short survey </a>to poll our residents to get greater input. Please complete the survey by Monday, Nov 8th. <br>

<div style="text-align:center;"><span style="font-size:14px;"><u><strong><span style="color:#4B0082;">WHAT'S HAPPENING IN PROVIDENCE</span></strong></u></span></div>

<span style="color:#4B0082;"><strong>Providence City Clerk</strong></span><br>
As many of you now know, the city is currently engaged in an employment dispute regarding city Clerk Shawn Selleck. This past summer City Clerk Shawn Selleck was placed on administrative leave. After Selleck was reinstated into his position, an independent review of the matter was ordered by Council President Igliozzi. Attorney Carly Iafrate conducted the investigation and issued a detailed final report outlining a number of potential violations of the city’s anti-bullying and anti-harassment policies and the creation of a hostile work environment by Mr. Selleck. On September 2nd, I partnered with my council colleague Helen Anthony to introduce a resolution asking that the report be produced unretracted and that City Council be involved in the next steps. The council is now considering a hearing process that could result in removing Selleck from the position. From my understanding, both Mr. Selleck and Council President Igliozzi are requesting to discuss the matter before the council.<br>
<br>
Unfortunately, this conversation has become more focused on Council President John Igliozzi and City Clerk Shawn Selleck rather than the issue, working conditions, a conflict between a manager and staff, women who have spent their professional careers in the clerk’s office and have alleged bad behavior on the clerk’s part. What we should be focused on is the challenges within the city clerk’s office that range from culture, leadership, training, development, equity, and transparency; we need to determine the necessary interventions to improve the structure and culture of the office as well as tools and resources for managers and staff to be successful in their roles.<br>
<br>
I hope the hearing will help share light on this matter and we can come to an appropriate resolution that hopefully addresses the problem and provides guidance in how we can set policies and standards to prevent it from happening in the future. <br>

<span style="color:#4B0082;"> <strong>Grant Opportunities for Small Business</strong></span><br>
The Department of Labor and Training and Skills for Rhode Island’s Future are offering relief to Rhode Island small businesses by providing a grant to help recruit new employees and assist in closing the worker shortages currently afflicting many Rhode Island small businesses. The Back to Business grant program provides recruitment incentive packages to Rhode Islanders to help get them back into the workforce. <span style="color:#4B0082;"><strong>Update on the COVID-19 Resiliency and Recovery Task Force</strong></span><br>
The COVID-19 pandemic created an economic and public health crisis throughout the city. However, some of the hardest-hit areas were marginalized communities, people of color, immigrants, and low-to-middle income workers in Providence and throughout the state.<br>
<br>
Last spring, I introduced a resolution that was passed by the city council to create a Task Force to provide community-informed recommendations on how to allocate the city’s federal American Rescue Plan Act (ARPA) funds. For the past four months, the COVID-19 Recovery and Resiliency Task Force <a href="https://ElectNirva.us16.list-manage.com/track/click?u=5cce2c3771e93165d9b0c796c&id=80634e1eda&e=544b21b34c" style="color:#007C89;font-weight:normal;text-decoration:underline;" target="_blank" rel="noreferrer noopener">engaged with the public through</a>:

<li>hosting five Community Conversations and two Business Roundtables (recordings of these events here), </li>

Congratulations to my former Council Colleague Senator-elect Sam Zurier on his win in Tuesday’s special election. I have seen first-hand Senator-Elect Zurier’s commitment to open and transparent government and standing up for our city. I look forward to working with him to ensure oversight and accountability in our education system, as well as funding and resources to better support our students, and sustainable transformations to our city and state’s education structure.<br>

<strong><span style="color:#4B0082;">New Bike Lanes</span></strong><br>
Safe, reliable, affordable, sustainable, and multimodal transportation is needed in a robust city. This means creating solutions that work for everyone—drivers, those who rely on public transportation, pedestrians, residents, and businesses. <br>

A few weeks ago, the city installed bike lanes on South Water Street, which narrowed a two-lane road into one lane. Many business owners in the neighborhood were concerned that the city failed to effectively communicate with them about its plans. Considering the contentiousness around what is intended to be a community-serving project, I hope that the city will make more of an effort to hear the needs of local businesses while still creating safe streets and transportation solutions for everyone. My daughter and I had the pleasure of riding down the new South Water Street Bike lane with PVD Bike Jam and it was a lot of fun. Most importantly, the protected bike lane made our ride much safer.<br>

Since being elected to the City Council over five years ago, I have been pushing for a cohesive plan for North Main Street. In 2019, I submitted a proposal—which came in first place in a national competition—that reimagined high transit corridors such as North Main Street, so I am excited to be working with the Providence City Planning Department to build upon previous reports to transform North Main street to reach its full economic, cultural, and transport potential. <br>
