Your question was: Will the city be sending out timely rate comparisons at the time of rate resets?<br>

Rate changes will be announced via press release, website updates, and social media. These are the same means RI Energy uses to announce their rate changes. These communications will happen approximately 30 days ahead of the change taking effect. Customers who want to opt-out due to a rate change would need to do so 3 days before their meter read to be effective, otherwise they will not be disenrolled from PCE until the following meter read.<br>

As a residential customer, you may opt out of the program now and then opt in later and still get the same rate as you would have had you never opted out.<br>

A potential downside is that the City cannot guarantee that PCE?s rate will always be lower than RI Energy?s. The initial rate is locked in for six months. Like all electricity suppliers, including RI Energy, Providence's supplier must periodically enter into new supply contracts. The new contracts result in adjusted rates that reflect current market conditions. The City is confident that our supplier will regularly deliver comparable or cheaper rates compared to RI Energy, while also sourcing more electricity from renewable projects. Remember, it is in our suppliers interest to do so, as customers will begin to opt-out if they do not deliver on these goals.<br>

Another potential downside is that, at launch, Budget Billing ? which allows customers to spread their utility costs evenly over billing periods to avoid price swings in winter and summer ? will only be available for delivery costs. There are two parts to your utility bill ? supply and delivery. The City is moving customers to a new supplier, but delivery will remain the responsibility of RI Energy. While PCE customers will continue to receive just one bill from RI Energy, there is a disagreement between the City, its consultant, and the PUC and RI Energy about whether RI Energy needs to continue to extend the budget billing option to supply costs. In our opinion it does. We are working to resolve this issue as quickly as possible, but it will, unfortunately not be resolved before launch.<br>

  1.  Can you opt out, and if so, how?<br>

PCE is an automatic enrollment program. This type of program is enabled by State law and was approved by the Providence City Council in July 2020. The reason we use an automatic enrollment program is that it provides the program with the buying power needed to negotiate favorable rates for the community.<br>

With that said, you may opt out of the program at any time, without penalty. If you opt out before April 11, 2023 you will never be enrolled in the program. If you opt out after that date, you will be reverted to RI Energy in the following billing cycle.<br>

The goal of Providence Community Electricity is to provide a stable and cost competitive supply rate compared to RI Energy?s rate. While Providence Community Electricity will be less expensive than the utility-offered service at launch, savings compared to the utility rate cannot be guaranteed in every contract period going forward. That said, Good Energy ? the City?s consulting partner for this program ? has secured savings for its approximately 50 active clients in Massachusetts over the course of each of those programs. Remember, if you are dissatisfied with Providence Community Electricity?s performance, you may always opt out at any time, without penalty.<br>

  1.  Will this program really source more energy from renewables?<br>

NextEra was directed by participating municipalities to procure electricity with a greater amount of local renewable energy than is required by State law. Doing so increases demand for renewable energy credits (RECs) - specifically RI New RECs. In New England, increased demand for RECs has translated into greater development of new renewable energy generation.<br>

  1.  What if I am already with a third-supplier and don?t want to switch?<br>

Anyone that has proactively chosen their own electricity supplier will not be automatically enrolled in the program.<br>

I need a simple and clear chart online or as a pdf doing a feature by feature comparison of the different options. And a timeline that explains the decision points and repercussions. Please hire some graphic design professionals. It is exactly the kind of problem that graphic designers are for - communicating important information in an understandable and meaningful way. <br>

What I?ve noticed is ri energy?s poor communication when the power is out.<br>
I lived in rural New England for decades and the ability to know about<br>

As one of the originators of this Summit Neighborhood discussion, I agree with the sentiments Ben Prentice has expressed below. I have chosen to opt out, simply because the proposal seems marginal at best, will probably have little impact on the development of clean energy (which I fully support), and I am wary of third-party vendors when it comes to electricity, without which life would be quite difficult. Others may choose differently.<br>

Sometimes it happens that good goals get snarled in contradictions  ? e.g. the aim to have both the lowest rates for users and the green results . Because the city went with the lowest bidder, they may have ended up harnessing themselves to a company with a  rather unsavory (if articles are to be believed) background. This leads me to worry about a bait and switch in which rates will be higher after six months and greener results not achieved long term. <br>

company didn't want PVD folks to get upset, they would have sent this kind<br>
of information in advance of their incomprehensible letter. The reactions<br>
we're seeing are the direct result of either incompetent or deliberately<br>
deceptive communications. The program may be great but they've got a lot of<br>
work ahead to make folks trust them.<br>

First it's helpful to know a little bit about your electric bill. Electric<br>
bills in Rhode Island are split into two sections: a) the charges related<br>
to the distribution of electricity (this generally pays for the upkeep of<br>
the poles and wires, which are owned and operated by Rhode Island Energy)<br>
and b) charges related to the generation of electricity (these are called<br>
"supply charges").  Most residents in Providence use the default 'supply'<br>
for their electricity, which is procured by Rhode Island energy and<br>
approved every 6 months by the Public Utilities Commission. RI law does<br>
allow for residents to purchase their 'supply' from competitive third-<br>
party companies, but for many reasons most people stick with the default<br>
option. Regardless of who you choose for 'supply', your bill arrives each<br>
month from RI Energy.<br>
<br>
Community Choice Aggregation allows municipalities like Providence to<br>
collectively purchase this "supply" on behalf of all residents in the<br>
competitive market, which can allow for higher levels of local clean energy<br>
and lower prices. The program allows us to be more nimble than the utility<br>
and take advantage of better rates and cleaner options for our residents.<br>
You will still continue to receive one electricity bill a month - and it<br>
will still be from Rhode Island Energy.<br>
<br>
6 other towns in Rhode Island are currently going through the same process,<br>
and more than 50 towns in Massachusetts have similar programs.<br>
<br>
*How and Why was this program created?*<br>
<br>
The RI General Assembly passed legislation modeled after successful<br>
programs in other states to enable this program. In 2019, Councilwoman<br>
Helen Anthony sponsored the ordinance that enabled Providence to<br>
participate.  At the time, I was Chair of the Providence Sustainability<br>
Commission. I partnered with Councilwoman Anthony and assisted this process<br>
by holding the public hearing on this ordinance through our Commission in<br>
the spring of 2020. Because of the pandemic, the public hearing was on<br>
Zoom, and we had a lot of good testimony and questions from residents<br>
across the City.<br>
<br>
The dual goals of the program are to procure additional amounts of clean<br>
electricity for Providence residents while also reducing and smoothing out<br>
electricity costs. These goals were built into the program design.  The<br>
program was reviewed and approved by the Public Utilities Committee. The<br>
City underwent a Request for Proposals (RFP) process to identify a<br>
consultant who could help manage this program through a standard<br>
competitive bid process.<br>
<br>
*Am I Enrolled Automatically?*<br>
<br>
Most residents will be enrolled in the program automatically. If this is<br>
the case for you, you would have received a letter in the mail within the<br>
last few days describing the program.<br>
<br>
However, residents are able to opt-out at any point in this process and<br>
return to the standard offer service through RI Energy. You are under no<br>
obligation to stay in this program.<br>
