[Summit] Overnight parking

I find that strange about the different shifts of the police 
department not communicating with one another. Ask to speak to the 
District 8 Sergeant, or if that fails...we have a council person who 
should be informed of all of these issues.

On the note of on-street parking needed. Why are there so many cars 
in the first place? Why is public transportation not made use of to 
save on the use of gas and the reduction on pollution?  I grew up in 
a well-known midwest university town. Students, of which there were 
tens of thousands, were NOT allowed to have cars until they were 
seniors. There was plenty of land, however the people (residents) did 
not want the congestion on cars! We never had the problems that the 
East side is enduring.
