[Summit] snow plowing

7th/Overhill was okay, but it's officially a collector (like Rochambeau)
and a Miriam street, so that's not unexpected.  Brewster has completely
ignored for up to a day in past years, but today it was immaculate.
Go figure.

My big beef is curb-to-curb plowing.  It's great to even see a plow
on a local street during a storm, but when it's long over and we're
returning to our routines, streets need to be plowed widely enough to
accommodate traffic AND parked cars.  I have rarely seen curb-to-curb
plowing in the City of Providence.  People will park anyway, of course,
making our already narrow streets a hazard.
