[Summit] Lady who shouts at strangers

I have seen her on Hope Street several times now - and I have also had her as 
a customer.  I alerted the police to her once, when I saw that she almost got 
hit by a car.  Her routine on the street is that she is walking and having an 
argument "with someone" from behind, gradually walking into the middle of 
Hope Street.  Traffic has stopped for her.  She appears to get it out of her 
system and then walks back home.  The police are aware of her.  My friend tells me 
she used to baby-sit his kids many, many years ago and she is schizophrenic.  
After her parents died, she became careless with her medications.   It's a 
shame to witness this.
