It is enforceable, but not often enough is it caught. You can call  
the non-emergency number 272-1111 and alert the police. They might  
get there before the car is gone. If they do, it's a ticketable  
offense.  We have had the same problem from time to time on 12th St.  
I finally bought some yellow paint and painted the curb next to my  
driveway myself. It does seem to have helped.
