[Summit] query re Branch Library issue

I have heard that the Providence Public Library/ Branch Libraries   
separation of organization is running into difficulties because the  
PPL is not handing off certain promised things to the Branches and as  
a result funds to the branch libraries aare being held up.
I am not at all sure that I have my facts right on this, and so am  
seeking elucidation from those better in the know.
If there is  such a problem affecting the Branches,  I would welcome  
suggestions as to how to become involved in the efforts to right it.
