[Summit] How do I throw away paint cans?

I've got about a dozen half-filled, one-gallon cans of paints in my basement I'd like to get rid of. Anyone is welcomed to them, but I'm also looking for info on proper disposable if I can't give them away. I've heard that you can put cat litter in them, scoop out the dried up paint and throw away the cans with the recyclables. I've also heard that you can only go to the dump to do this. Any info?
