[Summit] Casing?

Occasionally I see people driving very slowly down our street (
Lauriston Street, west side of Hope).

Last Saturday morning, at 5:40, when most people are asleep, a woman
drove very slowly down our street and
stopped at the corner of Lauriston and Bayard.  (There's no stop sign
on that corner.)  As she drove, she was
talking into a cell phone or recorder.  When she stopped at the
corner, I walked toward her car hoping to be able
to read the license plate.  When she saw me walking in her direction,
she turned the corner.

Ever since this episode I've been wondering if she's casing the block.
