[Summit] roofer recommendation, and state regs?

We used Robinson Roofing (found them on Angieslist) and they were good. We
had at least 2 or 3 layers of old shingles which all needed to be removed,
and they explained to us something along the lines that regulations required
a layer of wood under any new tile.
The whole job was done in a couple of days--very noisy and VERY messy. I
strongly recommend covering everything in your attic with tarps unless you
want it buried under black, sooty dust. Also, while they do try to get all
the old roofing nails up off the ground after the job is done, there are
always a few that you have to be on the lookout for, especially if you have
pets or young kids.
