[Summit] list and amounts of subsidies to businesses in RI

There is much about how economic development in RI operates that is
completely at odds with what ought to be done.  Subsidizing capitalism with
tax dollars only comes about because the those getting the real subsidies
spend a portion on favored congressmen, insuring their continued favor.

Donald J. Hall Jr., the CEO of Hallmark (Kansas City, MO), is quoted in the
article:  
³If you¹re looking at the competitiveness of a region, the most important
thing a region can do is to focus on education. And this use of incentives
is really transferring money from education to businesses.²
